In Peru, management activity can be clearly differentiated into two dimensions, public and private, especially defined by the way financial, human, infrastructure, etc. resources are managed. Each of these dimensions pursues in some way the effectiveness and efficiency in the institutional management of these resources, through techniques, procedures, policies, development of strategic plans, which support the achievement of the objectives. A clear difference is that the private company, through the management of its resources, seeks to obtain profits for the benefit of the members involved in such management, while public management seeks, through the management of the resources of the state itself, the public good, offering services to citizens to improve their quality of life, economic and social development that supports individual development and that of the city. In this paper we propose a method to evaluate municipal management programs, through the implementation of scorecards, the results show that the efficiency in decision making has been improved by using these computer tools for the benefit of public management.
